Citizens can make a decisive contribution to the prevention of natural hazards, e.g. through technical measures during construction and renovation. Citizens who have not lived in a municipality for a long time are particularly challenged because they often do not know the risks of natural hazards in the region. Therefore, too few measures are taken for self-preparedness. The study summarizes easy-to-implement recommendations to better inform immigrants and migrants about their risk and possible protective measures. These recommendations are addressed to municipalities, voluntary fire brigades, organisations that look after migrants and to the authorities of the federal states and the federal government responsible for protection against natural hazards. Tips on what affected persons can do themselves as a precaution for protection against natural hazards are also included.
民众可为自然灾害(natural hazards)的预防工作提供决定性助力,例如在建筑施工与翻新过程中采取相关技术防护措施。长期未在某一市政辖区居住的民众则面临更为严峻的挑战,因其往往并不熟悉该区域内的自然灾害风险。正因如此,民众的自我防灾筹备措施普遍较为匮乏。本研究梳理总结了一系列易于落地的建议,旨在更好地向移民与移居者普及其面临的相关风险及可行的防护手段。上述建议的覆盖对象包括地方市政当局、志愿消防队、照料移居者的各类社会组织,以及各联邦州与联邦层面负责自然灾害防护的主管部门。此外,本研究还收录了面向受影响民众的自我防灾避险预备指引。
