CyL renewables: Excluded Photovoltaic

Indicative mapping of the land on which renewable energy installations and their ancillary infrastructure projects would not be authorised in accordance with Article 13 of "Decree-Law 2/2022 of 23 June 2022 adopting urgent measures to speed up the management of European funds and boost economic activity" (BOCYL 24.06.2022).

All the criteria of Article 13 of DL 2/2022 have been taken into account, except for other public service facilities located on rustic land, whose condition must be analyzed particularly in each case.

For the delimitation of the exclusion zone for photovoltaic plants, the following criteria have been taken into account:

Network of Natural Protected Areas, except in listed forests of public utility that support authorized agricultural uses
Critical areas of protected species with conservation or restoration plan
Wooded mountains
Distance less than 500 meters from a good of cultural interest
Distance to less than 500 meters from urban centers
Distance to less than 500 educational centers, health centers and socio-health centers located on rustic soil
Irrigated areas

本指示性地图划定了依据2022年6月23日第2/2022号法令（《关于采取紧急措施加快欧洲基金管理并提振经济活动》，刊载于2022年6月24日《卡斯蒂利亚-莱昂官方公报》（BOCYL））第13条规定，不予核准建设可再生能源发电设施 (renewable energy installations) 及其配套基础设施 (ancillary infrastructure) 项目的土地范围。

本数据集已充分考量第2/2022号法令第13条的全部判定标准，除位于乡村用地的其他公共服务设施外，此类设施的具体情形需结合个案单独分析。

针对光伏电站 (photovoltaic plants) 禁建区的划定，本次已纳入以下判定标准：

- 自然保护地体系 (Network of Natural Protected Areas)，但可开展获批农业用途的公益林除外
- 制定有保护或修复计划的保护物种关键栖息地
- 林木覆盖山地
- 距离文化遗产点 (good of cultural interest) 不足500米的区域
- 距离城镇建成区不足500米的区域
- 距离位于乡村用地的教育机构、医疗卫生机构及社会卫生服务机构不足500米的区域
- 灌溉农田区
