一、项目背景XXX地处关中东部黄渭洛三河交汇区,辖1个街道办事处和15个镇、272个行政村、26个社区。县域总面积1800平方公里,总人口75万,是传统农业大县。XXX有四分之三的人口是农民,90%的土地面积属于农村。从2013年8月以来,县委县政府把美丽乡村建设作为“三农”工作的总抓手,推动农村与城里一样生活一样发展。经过全县上下合力推动,基本实现了由环境“脏乱差”到清洁美丽、到乡村旅游兴起、再到三产融合发展的重大转变,初步探索出一条具有大荔特色的农民就地城镇化、城乡发展一体化新路子。XXX在美丽乡村建设中,坚持群众利益至上,以“民需民思之想,做惠民利民之事”,从市民化角度切实研究和解决农民群众面临的困难和问题。县委常委经考察讨论决定依据XXX实际情况建设XXX智慧农村大数据平台二、建设目标XXX综合服务大数据平台是指通过“大数据融合分析技术”从各行各业应用的巨量数据中获取有价值的信息,通过信息化技术处理手段转换为帮助政府部门决策管理城市运行的参考信息、提供政府职能部门决策依据,有力的保障政府的应急指挥能力和执行力。在此次项目中我们将融合《党建云APP》、《智慧环保信息平台》《电子政务云平台》《电子商务平台》《视频会议系统》《平安乡镇系统》《云MAS平台》《智慧旅游》等12项大数据平台,集成XXX综合服务大数据平台。实现大事件的统一管理、统一部署。避免了各个系统单一建设所消耗的人力物力。相信本次项目的实施必将抢占现代化城市发展的前沿。三、建设内容3.1.党建云子系统互联网+党建”建设目标是在互联网上树立我市党建系统的信息化建设形象。为全市提供高效优质、规范透明和全 方位的党建工作管理与服务,降低办公费用、提高办事效率和政府工作人员的信息化水平。3.2平安乡镇子系统平安乡镇综合安保解决方案,在第一轮“平安城市”十年建设的基础上,充分结合乡镇安保实际应用环境,力图打造具备一体化、可视化防控策略的平安乡镇。1)在乡镇内交通道路、干道交叉口安装高清摄像机;在乡镇事故易发道路、路口安装高清抓拍摄像机,实现对乡镇来往车辆进行24小时实时监控。2)在乡镇公共区域,如乡镇生活广场等监控范围比较大的区域安装高清全景摄像机;在乡镇其他人流比较大的公共区域,如乡镇医院、商场、娱乐场所出入口安装高清监控摄像机,实现乡镇全方位、无盲区日夜监控。3)在公安分局建设视频监控管理平台,统一管理辖区内各乡镇监控单元。4)在派出所建设平安乡镇综合安保管理平台,整合各乡镇监控信息和一卡通信息。5)在乡镇警务室安装一卡通管理终端,负责本乡镇一卡通授权管理。预留系统安全接入接口,可根据当地治安需要实现与公安视频专网的治安监控平台互联互通互控,为后续公安业务应用的扩展奠定坚实的基础。3.4智慧旅游为积极推动实现美丽与发展同行、美丽与小康同步,大荔县坚持在总结中完善、在发展中创新,在美丽乡村建设历经环境整治(1.0版)、基础建设(2.0版)和产业转型(3.0版)三个阶段蜕变升级的基础上,近期开始在全县打造美丽乡村4.0版。3.5电子商务子系统农村电子商务,通过网络平台嫁接各种服务于农村的资源,拓展农村信息服务业务、服务领域,使之兼而成为遍布县、镇、村的三农信息服务站。作为农村电子商务平台的实体终端直接扎根于农村服务于三农,真正使三农服务落地,使农民成为平台的最大受益者。电子商务服务平台是以“宣传农业企业、推广农产品”为宗旨,面向广大个体消费者、企业等集团客户提供在线订单、在线交易、会员管理和物流配送服务的企业电子商务平台。3.6电子政务、办公OA子系统电子政务系统,规范网上行政审批流程,完成各职能部门涉及的按行政许可、非行政许可、行政监管、行政处罚、行政强制和其他具体行政行为的网上办理。电子政务系统是政务办公业务系统,面向政府工作人员,与外部互联网物理隔离,仅政府业务部门人员可登录进入。系统涵盖了政府内部领导和公务员的全部操作功能,管理子系统、中心管理子系统、远程审批子系统和行政审批业务系统的功能。办公OA系统用户提供人性化的操作界面,除了含有最新公告、最新的文档、常用网站链接等信息摘要,还含待办事宜、日程安排、邮件、留言消息等信息摘要。通过摘要链接,可以快速访问这些新的重要信息。3.7视频会议子系统视频会议系统使用多媒体设备及网络作为媒介,通过传输音频、视频和数据信息实现实时的多向会议交流。借助远程文稿、远程桌面等多种方式,可满足会议沟通的多元性需求,解决地理距离所造成的沟通障碍问题,提升了沟通效率,节省了运营成本,提高了管理成效。同时,视频会议的即时性特点,对突发和应急事件的处理尤其能起到突出的作用。3.8环保平台子系统 环保智慧信息平台是集环保宣传信息发布、环保实时数据监测、科普展播、公益展示、惠民信息等为一体的多功能环保信息发布与监管平台。由后台系统、平台终端及手机APP组成。平台终端外观形象由国内资深单位设计,建设用材及施工工艺严格按照国家相关质量标准执行。环保智慧信息平台既是环保宣传平台、便民服务平台,也是拓展环境保护宣传教育的新途径,还将成为安装单位优化环境的建筑小品。3.9云MAS子系统3.10综合指挥中心拼接屏子系统我们在充分地对客户实际应用需求进行分析、对现场环境进行认真考察后,决定采用55寸超窄边液晶拼接墙高性价比解决方案,将高清晰度数字显示技术、多屏图像处理技术、信号切换技术、网络技术等的应用综合为一体,形成一个拥有高亮度、高清晰度、高智能化控制、操作方法先进的LCD大屏幕显示系统。通过这套大屏幕显示系统可以实现对整个系统所需要显示的各种情况的动态监管,可随时对各种采集到的监控信号、网络信号及各种计算机图形信息进行任意叠加、漫游、缩放等显示和分析,能够直观、完整、准确、清晰、灵活的显示任意有关来自各方面的信息,便于及时做出判断和处理,实现实时监控和集中指挥、统一管控的目的。系统采用了高稳定性的B/S架构,用户可以在网络内任何一台PC机上授权操作,规避了PC系统中毒、崩溃等问题。系统软件可以集中管理显示单元、视频矩阵、RGB矩阵、DVI矩阵等周边设备,并且可通过iPad等手持终端无线管控大屏。
I. Project Background
Dali County is located in the confluence area of the Yellow River, Wei River and Luo River in the eastern Guanzhong Plain. It has jurisdiction over 1 sub-district office, 15 towns, 272 administrative villages and 26 communities. The county covers a total area of 1,800 square kilometers with a total population of 750,000, and is a traditional agricultural county. Three-quarters of its population are farmers, and 90% of the land is rural land. Since August 2013, the county Party committee and government have taken beautiful countryside construction as the general starting point for work related to agriculture, rural areas and farmers, promoting rural areas to develop and live as well as urban areas. Through the joint efforts of the whole county, major changes have been basically achieved: from the "dirty, messy and poor" environment to clean and beautiful countryside, then to the rise of rural tourism, and finally to the integrated development of three industries. A new path featuring Dali characteristics for farmers' local urbanization and integrated urban-rural development has been initially explored. In the process of beautiful countryside construction, Dali County adheres to the principle of putting people's interests first, following the concept of "doing what the people need and think about to benefit the people". It earnestly studies and solves the difficulties and problems faced by farmers from the perspective of citizenization. After investigation and discussion, the standing committee of the county Party committee decided to build the Dali smart rural big data platform based on the actual situation of Dali County.
II. Construction Objectives
The Dali comprehensive service big data platform refers to obtaining valuable information from massive data applied in various industries through "big data fusion analysis technology", and converting it into reference information for government departments to make decisions and manage urban operations, and providing decision-making basis for government functional departments via information technology processing means, which effectively guarantees the government's emergency command capabilities and execution efficiency. In this project, we will integrate 12 major big data platforms including Party Building Cloud APP, Smart Environmental Protection Information Platform, E-government Cloud Platform, E-commerce Platform, Video Conference System, Safe Township System, Cloud MAS Platform and Smart Tourism, to integrate them into the Dali comprehensive service big data platform. This will realize unified management and deployment of major events, avoiding the human and material resources wasted by individual construction of separate systems. It is believed that the implementation of this project will seize the forefront of modern urban development.
III. Construction Contents
3.1 Party Building Cloud Subsystem
The construction goal of "Internet Plus Party Building" is to establish the informationalized construction image of the city's Party building system on the Internet. It provides the whole city with efficient, high-quality, standardized, transparent and all-round Party building work management and services, reducing office costs, improving work efficiency and the informationalization level of government staff.
3.2 Safe Township Subsystem
Based on the 10-year construction of the first round of "Safe City", the comprehensive security solution for safe townships fully combines the actual application environment of township security, aiming to build a safe township with integrated and visualized prevention and control strategies.
1) Install HD cameras at traffic roads and main road intersections in the township; install HD capture cameras at accident-prone roads and intersections in the township, to realize 24-hour real-time monitoring of incoming and outgoing vehicles in the township.
2) Install HD panoramic cameras in large-scale public areas of the township such as township squares; install HD surveillance cameras in other high-foot-traffic public areas such as township hospitals, shopping malls and entrances of entertainment venues, to realize all-round, blind-spot-free day and night monitoring of the township.
3) Build a video surveillance management platform in the public security sub-bureau to uniformly manage the surveillance units of each township under its jurisdiction.
4) Build a comprehensive security management platform for safe townships in police stations, integrating surveillance information and one-card system information of each township.
5) Install one-card management terminals in township police offices, responsible for one-card authorization management of the township. Secure system access interfaces will be reserved to realize interconnection and mutual control with the public security dedicated video network's public security surveillance platform according to local public security needs, laying a solid foundation for the subsequent expansion of public security business applications.
3.4 Smart Tourism
To actively promote the simultaneous development of beauty and development, as well as beauty and moderate prosperity, Dali County has persisted in improving through summarization and innovating during development. Based on the three-stage transformation and upgrading of beautiful countryside construction, namely environmental renovation (Version 1.0), infrastructure construction (Version 2.0) and industrial transformation (Version 3.0), the county has recently started to build Beautiful Countryside Version 4.0 across the whole county.
3.5 E-commerce Subsystem
Rural e-commerce integrates various rural-oriented resources via online platforms, expands rural information service businesses and service fields, and turns them into agriculture, rural areas and farmers information service stations covering counties, towns and villages. The physical terminals of rural e-commerce platforms are rooted in rural areas to serve agriculture, rural areas and farmers, truly landing the services for agriculture, rural areas and farmers and enabling farmers to become the biggest beneficiaries of the platforms. The e-commerce service platform takes "publicizing agricultural enterprises and promoting agricultural products" as its purpose, providing online order, online transaction, membership management and logistics distribution services for individual consumers, enterprises and other group customers.
3.6 E-government and Office OA Subsystem
The e-government system standardizes online administrative approval procedures, and completes the online processing of administrative licensing, non-administrative licensing, administrative supervision, administrative penalty, administrative enforcement and other specific administrative acts involved by various functional departments. The e-government system is a government affairs office business system, facing government staff, physically isolated from the external Internet, and only accessible to personnel from government business departments. The system covers all operation functions of internal government leaders and civil servants, including management subsystem, central management subsystem, remote approval subsystem and administrative approval business system. The office OA system provides users with a user-friendly operation interface, which contains not only information summaries such as latest announcements, latest documents and commonly used website links, but also information summaries such as pending tasks, schedule management, emails and message notifications. 3.7 Video Conference Subsystem
The video conference system uses multimedia devices and networks as media, realizing real-time multi-directional conference communication by transmitting audio, video and data information. With multiple methods such as remote document sharing and remote desktop, it can meet the diverse communication needs of conferences, solve communication barriers caused by geographical distance, improve communication efficiency, save operating costs and enhance management effectiveness. Meanwhile, the real-time feature of video conferences is particularly effective in handling emergencies and sudden incidents.
3.8 Environmental Protection Platform Subsystem
The smart environmental protection information platform is a multi-functional environmental protection information release and supervision platform integrating environmental protection publicity information release, real-time environmental data monitoring, popular science exhibition, public welfare display and people-friendly information. It consists of a background system, platform terminals and mobile APPs. The appearance of platform terminals is designed by domestic well-established institutions, and construction materials and construction technology strictly comply with relevant national quality standards. The smart environmental protection information platform is not only an environmental protection publicity platform and a convenient service platform, but also a new way to expand environmental protection publicity and education, and will also become architectural ornaments for the installation unit to optimize the environment.

3.10 Comprehensive Command Center Splicing Screen Subsystem
