Transfer to regions of the management of the European Structural and Investment Funds

At the request of the National Assembly, the Court took stock of the transfer to the regions, announced in 2012, of the management of the European Structural and Investment Funds (ESIF), namely the European Agricultural Fund for Rural Development (EAFRD), the European Maritime and Fisheries Fund (EMF), the European Regional Development Fund (EDF) and the European Social Fund (ESF), which account for almost half of the EU budget. The implementation of this transfer has proved to be more complex than expected: the ERDF has been implemented in almost all, but the EAFRD and the EMAF remain, in practice, largely managed by the State. The management of ESIFs also remains complex. The preparation of the 2021-2027 programming of European funds should improve state-regional cooperation and simplify the management of these funds. The Court makes seven recommendations to that effect.应国民议会的要求，欧洲审计院对2012年宣布的向各地区移交欧洲结构与投资基金（European Structural and Investment Funds，简称ESIF）管理权限的工作进行了梳理盘点。上述基金具体包括欧洲农业农村发展基金（European Agricultural Fund for Rural Development，简称EAFRD）、欧洲海事与渔业基金（European Maritime and Fisheries Fund，简称EMF）、欧洲区域发展基金（European Regional Development Fund，简称EDF）以及欧洲社会基金（European Social Fund，简称ESF），其规模约占欧盟预算的一半。此次权限移交的落地工作远比预期复杂：欧洲区域发展基金（EDF）已在绝大多数地区完成落地，但欧洲农业农村发展基金（EAFRD）与欧洲海事与渔业基金（EMAF）在实际运行中仍主要由中央政府负责管理。欧洲结构与投资基金的整体管理工作同样复杂棘手。2021-2027年度欧盟基金规划的编制工作，有望优化中央与地方的协作模式，并简化此类基金的管理流程。欧洲审计院就此提出七项针对性建议。
