Provision C3 of SDAGE 2022-2027: Definitions of reference flow rates

Table C3 and Map C3 determine, on the main hydrological axes of the basin, a network of nodal points for which DOE and DCR values are defined.

At each nodal point, the DOE value is indicated during the low period as a daily average value.
On the replenished axes, to take account of situations of severe lows and management constraints, the objective of low support can be adapted by the prefect coordinator of the sub-basin in consultation with all the actors involved in the management of the crisis (see C21 and C26).

The assessment of the situation will be based in particular on the elements of multi-annual and local knowledge with a shared analysis in particular with the bodies managing low support support.
This consultation should take into account the analysis of the volumes that must remain available to ensure the needs of the community and the reconciliation of uses until the end of the period of lowing. It also incorporates the objective of compliance a posteriori with the rule of satisfaction of the DOE 8 out of 10 years laid down in the regulations.

This management principle therefore remains unchanged compared to 2016 2021.
In small basins with no DOE value, additional objective flows can be defined in the SAGEs to organise water management in the territory concerned. They are then established on the basis of reliable measures consistent with the DOEs and DCRs of the rivers of which they are the tributaries and must be satisfied under the same conditions.

The value of the DCR is imperatively saved as a daily average value.

表格C3与地图C3在流域主要水文轴线上划定节点网络，并为各节点定义了DOE与DCR数值。
各节点的DOE数值以枯水期日均值的形式标注。
对于补给型水文轴线，为兼顾极端枯水情形与管理约束，子流域首席协调长官可与所有参与危机管理的主体协商后，调整枯水流量维持目标（详见C21与C26条款）。
情势评估将尤其基于多年实测数据与本地水文经验，并与负责枯水流量维持工作的机构开展协同分析。
本次协商需考量需保留水量的分析结果，以保障社区用水需求并协调各类用水用途，直至枯水期结束。同时需符合法规中“十年内八年满足DOE流量要求”的合规目标。
相较2016-2021版规划，本次管理原则保持不变。
对于无DOE数值的小型流域，可在SAGE规划中定义额外的目标流量，以开展相关区域的水管理工作。
此类目标流量需基于可靠的监测数据制定，需与其所属支流的DOE与DCR数值保持一致，并需遵循相同的合规条件。
DCR数值需强制以日均值形式留存。
